On May 4, 2026, the Government Accountability Office quietly dropped a report most small business owners will never see \u2014 and most should. Artificial Intelligence: Uses and Risks for Small Business Contracting and Innovation Research<\/em> (GAO-26-107828) is the federal government grading itself on how AI is and isn\u2019t being used inside the systems that touch small businesses every day: SBA, agency small business contracting offices, and the federal innovation research pipeline (SBIR\/STTR). The headline finding isn\u2019t flattering, and it has practical implications whether your business sells to the government or not.<\/p>\n

What the GAO actually found<\/h2>\n

Three things stand out. First, the agencies that could<\/em> be using AI to make small business support faster and cleaner \u2014 analyzing data, doing market research, drafting mandated reports, helping prevent fraud \u2014 mostly aren\u2019t yet, in any structured way. Second, the Small Business Administration in particular has been required since 2020 to publicly report on specific scenarios in which it has used AI, and has not consistently done so. SBA filed its first inventory of AI use cases in March 2026 \u2014 five years late. Third, as of April 2026 SBA officials told GAO that AI policies were still being revised and the pause on broader AI use remained in effect, except<\/em> for seven pilot or pre-pilot projects testing security, value, and performance.<\/p>\n

The risks GAO flagged for federal AI use in small business programs are the ones any reasonable operator would expect: inaccurate outputs, data security concerns, and biased outcomes. None of that is news. What\u2019s news is the speed gap. The private sector has been deploying AI at small businesses for two years \u2014 SBE Council\u2019s 2026 survey found 82% of small business employers have invested in AI tools, with a median of five tools per business. Federal small business programs are still mostly running pilots.<\/p>\n

Why this matters even if you never bid on a government contract<\/h2>\n

Two reasons. First, federal small business programs aren\u2019t just for federal contractors. SBA-backed lending, SBIR\/STTR grants, free Small Business Development Center training, SCORE mentorship, and the AI for Main Street Act\u2019s training rollout (passed by the House 395\u201314 on January 20, 2026) all flow through the same plumbing GAO just audited. If that plumbing isn\u2019t using AI well, application processing stays slow, fraud detection stays manual, and small business owners stay on hold.<\/p>\n

Second, GAO reports are how Congress decides what to fund and what to require. This particular report is a polite-but-firm prompt to make AI adoption in SBA mandatory rather than optional. Expect the next round of federal AI-for-small-business legislation to lean into that.<\/p>\n

What small business operators should actually do with this<\/h2>\n

Three concrete moves.<\/p>\n

Audit which federal programs you\u2019re touching this year and assume timelines aren\u2019t getting faster soon.<\/strong> If you\u2019re applying for an SBA loan, an SBIR Phase I, or a state-administered federal program, build slack into your runway. AI is not yet shaving weeks off government processing for small businesses, even where the GAO thinks it could. Plan accordingly.<\/p>\n
