The Center for AI Standards and Innovation \u2014 known as CAISI, housed inside the National Institute of Standards and Technology at the Department of Commerce \u2014 signed new agreements with Google DeepMind, Microsoft, and xAI giving the U.S. government early access to evaluate their newest AI models for national security and capability risks before<\/em> those models reach the public. The deal builds on two prior 2024 agreements with OpenAI and Anthropic. Translation: most of the frontier AI models that small businesses now use to write copy, qualify leads, draft contracts, and run customer service are being pre-flighted by a federal agency before they ship. That\u2019s a meaningful shift, and it has practical implications for how you pick and trust the AI in your stack.<\/p>\n

What\u2019s actually in the agreements<\/h2>\n

CAISI gets pre-deployment access to new frontier models from Google DeepMind, Microsoft, and xAI. It conducts evaluations and targeted research on capabilities and security risks. According to NIST\u2019s own announcement, \u201cto thoroughly evaluate national security-related capabilities and risks, developers frequently provide CAISI with models that have reduced or removed safeguards.\u201d The center has already completed more than 40 model evaluations across the broader AI industry. The framing is national-security-first, but the practical effect is that there is now a federally operated test bench that the major labs ship through. Microsoft has publicly framed the agreement as \u201cadvancing AI evaluation\u201d alongside CAISI and the UK AI Security Institute.<\/p>\n

There are two notable absences. First, Anthropic \u2014 which was an early signer of this kind of agreement in 2024 \u2014 is not on the May 5 list, after a public dispute with the current administration over AI use in defense contexts. Second, OpenAI\u2019s prior 2024 agreement still applies but wasn\u2019t renewed in this round of announcements. Both of those facts matter when you start thinking about vendor risk.<\/p>\n
